Description
This PR adds a new blog post: "Observing Istio Gateway with OpenTelemetry" which is part of the series proposed in this issue: #9111
This post evaluates Istio's OpenTelemetry support using the draft of a maturity framework proposed in this issue: open-telemetry/community#3247.
We examining how traces, logs, and metrics are exposed in practice.
Opening this PR in favor of this #9119, as I'm unable to provide Maintainer commits on the other one. Comments on the previous PR have been address on this one.
