Description

This PR adds a new blog post: "Observing kgateway with OpenTelemetry" which is part of the series proposed in this issue: #9111

This post evaluates kgateway's OpenTelemetry support using the draft of a maturity framework proposed in this issue: open-telemetry/community#3247.

We examining how traces, logs, and metrics are exposed in practice.

We've started to look into closing the gaps we have control over, and also collaborate with the upstream Envoy community to improve the overall compliance to OpenTelemetry conventions. Stay tuned for improvements!
